Supporting Critical Communications Infrastructure in San Bernardino

ADB’s Tower Stack project in Brea, CA is a powerful example of infrastructure built with purpose. The crew recently completed the foundation for a 190-foot communication tower that will serve as a critical link for first responders—including Police, Fire, First Net, Cal Fire, Cal OES, and the National Forest Service. This tower will support emergency communications across San Bernardino County, the largest contiguous county in the United States, covering more than 20,000 square miles. The impact of this work will be felt for years to come, and the crew involved will have a lasting legacy in supporting public safety.


The team worked through intense heat in the high 90s, showing resilience and precision every step of the way. Foreman Alex Ortiz led the effort to align the tower foundation with the stem wall of a newly constructed, multi-million-dollar community building designed to withstand a 7.2 magnitude earthquake. Each day, they drilled a 4.5-foot by 35-foot hole, set a 3,000-pound rebar cage, and poured 26 yards of concrete. Achieving a perfectly level finish and aligning anchor bolts with precision was no easy task—but the team made it look effortless.


Special recognition goes to Alex Ortiz, Hugo Lopez, Marvin Guzman, and Brandon Sayasouk for their outstanding work. Their ability to execute such a technically demanding project with accuracy and composure reflects the strength of ADB’s field teams. The collaboration and support across roles made this project not only successful but also a model for future builds. Their contribution will be remembered as a key part of a critical public safety initiative.



 


This tower is part of a broader effort connected to the construction of the new Valley Communications Center in San Bernardino County. Scheduled for completion in October 2025, the center will house dispatch operations for the Sheriff’s Department and Consolidated Fire Agencies, as well as the Office of Emergency Services and ICEMA. The facility will feature next-generation 911 technology, enhanced mapping capabilities, and the capacity to support up to 454 emergency planners and responders. Designed to be self-sufficient and resilient, it will serve as a stand-alone facility in the event of a disaster.


The Tower Stack project in Brea is more than a construction milestone—it’s a symbol of progress, safety, and community impact. The crew’s ability to work under pressure, maintain high standards, and contribute to a mission that supports emergency response across Southern California deserves recognition.
